The Resilience of the $7 Trillion AI Boom Despite Data Center Moratoriums

In an ongoing conflict reminiscent of the late 1950s battles over freeway expansion in San Francisco, communities across the U.S. are protesting against the construction of new data centers. Local officials have responded to this pushback with approximately 268 moratoriums on data center projects nationwide, with New York recently implementing a one-year statewide ban on large data centers consuming over 50 megawatts of power. This moratorium aims to establish consistent environmental standards before continuing construction.

Despite these restrictions, the data center industry is poised for significant growth. According to Stanford University’s AI Index, the U.S. had 5,427 data centers by the end of 2025, with plans for 3,969 additional centers, of which 802 are already under construction. Data center construction expenditure increased by 7% to $68.3 billion in June, marking a 46% year-over-year rise, illustrating an ongoing boom despite local opposition.

Industry analysts predict that global AI-related investments will reach $1 trillion by 2026, with cumulative spending on data centers projected to total between $5 trillion to $7.6 trillion by 2030-2031. This data suggests that while community concerns are valid, the overall trajectory of the data center boom remains robust and unimpeded by local bans.
